The 40 big concerns about new stadium

PORTSMOUTH City Council has set out 40 concerns Pompey have to address before a new stadium is built.

The wide-ranging list covers everything from the impact on the city's skyline to transport infrastructure.

The city council says it is still to decide whether to support the 600m scheme at The Hard.

But chief executive David Williams said the council was now inviting feedback from residents on the ambitious plan.

'A lot of people actually thought it was us proposing the scheme, not the club,' he said.

'So we thought it would be helpful to explain some of the factors we will be investigating.

'For all we know, there may be other issues that arise. It's a complex business, proposing a scheme like that.'

Pompey predicted work could get under way on the 36,000-seater ground by next summer, with a view to playing in the stadium by 2011.

The club have not yet submitted a planning application, which was expected to be lodged this autumn, but insist the project is still on track.

But the go-ahead is still needed to either buy or lease the site from the landowners – the Ministry of Defence, the Crown Estate, the city council and Portsmouth Naval Base Property Trust.

Councillors will get to vote on the stadium, but the final decision could rest with the government because of the scale of the plans.

Also on the city council's list of concerns is the impact of the plans on HMS Warrior, which would have to be moved nearer the naval base.

Ken Jones, chief executive of the HMS Warrior Trust, said: 'I imagined there would be a long list of things to be looked at.

'It doesn't mean it will get rejected for those reasons, but they will get looked at.

'That's the normal procedure for a planning application like that.'

The project would be built on 13 acres of reclaimed land and include 1,500 luxury apartments. A total of 750 homes would be built on the club's former home at Fratton Park.The key issues raised by the planners:

Access to the stadium

- Access for residents of the new 1,500 apartments

- Access not just from Portsmouth but also the Gosport peninsula

- Arrival and dispersal of fans on match days and for other major events

- Capacity of the public transport system

- Effect on on-street parking

- Realistic assessment of how many fans will be able to travel without using a car

- Viability of park and ride proposals and whether their match day use will prejudice the aspirations for park and ride facilities that are required for the City Centre and Gunwharf

Construction

- Effect on visitor attractions

- Possible noise and disturbance

- Traffic

Design

- Bulk, height and scale of building

- Effect on TV reception in Portsea

- Impact on historic structures, especially HM Naval Base, the adjacent conservation area and HMS Warrior

- Impact on Spinnaker Tower/Gunwharf skyline

- Landscaping

- Public access to the waterfront

- Quality of architecture and effect on the waterfront

- Quality of finishes, weathering properties, cleaning arrangements

- Value of the proposed 'urban beach'

Ecology

- Effect on the harbour and nearby sites

Economic factors

- Effect on the city centre's appeal to shoppers including impact on Gunwharf

- Wider economic effects

Effect on residents nearby

- Possible light pollution

- Possible loss of light

- Possible noise and disturbance

- Possible overlooking

Flooding

- Flood risk assessment required

Navigation

- Effect on historic rights of boatmen

- Effect on rights of navigation

- Impact on radar
