A bill has been drawn up by James Wharton MP and Mr Simmonds says it will bring about the first public vote on Europe for 40 years.
He intends to vote for the bill and says the public can show their support by signing an online form.
He told The Standard: “Conservatives want to give the British people a say. That’s what this innovative campaign will help us to do.
